The City of Courtenay has updated its Official Community Plan (OCP) and zoning bylaw to align with new provincial housing requirements and plan for future growth. The updated OCP, adopted by Council in May 2026, builds on the vision and priorities established in the 2022 plan while addressing Courtenay’s projected growth over the next 20 years. It outlines how Courtenay can accommodate growth while protecting the qualities that make the community a great place to live. It also helps the City plan for the infrastructure, services and amenities needed to support that growth. Council also adopted Phase 1 of the zoning bylaw update in March 2026. This phase included updates required by provincial legislation, changes to support small-scale, multi-unit housing and improvements to the clarity and usability of the bylaw. The next phase will include a more comprehensive review to modernize the 20-year old bylaw, improve usability, align it with the updated OCP and support future growth.
