Planning for Courtenay’s growth

OCP and Zoning Bylaw updates Earlier this year, Courtenay City Council adopted an updated Official Community Plan (OCP) and approved housekeeping amendments to the Zoning Bylaw. These changes help ensure Courtenay can implement provincial housing and community planning legislation and meet housing targets set by the Province in 2025. The City is now undertaking a comprehensive review of the Zoning Bylaw to align the 20-year-old bylaw with the updated OCP. Community engagement will begin in early 2027 as part of the review. Downtown is one of these key growth centres. The Downtown Vitalization Local Area Plan will translate OCP policies into area specific guidance for land use, infra structure, public spaces and implementation. The project team has completed background studies and community engagement on the plan’s vision and priorities. The next phase will present a draft plan to the community for feedback in early 2027. These reviews help communities plan for housing while supporting ongoing community engagement. Courtenay’s OCP is guided by four cardinal directions: • reconciliation • climate action • equity • community well-being
