2022 Development Activity Development interest remained high in 2022 with residential construction value on the rise. This is attributed to population growth with 2021 census data showing Courtenay growing faster than forecasted. Building Inspections For standard buildings, inspections are required at several stages, including footings, underslab, drainage, utilities, insulation, plumbing, framing, insulation and vapour barrier, and before occupancy.
