An Official Community Plan (OCP) is a city-wide policy document that influences how people live, work, shop, play, and move around the community. An OCP is one of the most powerful tools a municipality has to manage change in a way that helps a community meet its goals. The last significant update for Courtenay's OCP was in 2005. The current OCP Update began in 2019 with background review and the establishment of an OCP Advisory Committee. 2020 was a busy year for the OCP Update team with numerous public feedback sessions and extensive consultation with the community. In the midst of the pandemic, staff shifted some planned consultation online or outdoors. The City thanks the hundreds of people who contributed their voices, values and ideas to the OCP process. In 2021 public consultations were reviewed and plan policies started to take shape and were drafted. The OCP update covers many topics related to Courtenay’s community growth such as housing, transportation, municipal services, parks, nature protection, community character, arts, culture, heritage, food systems, economic development and much more.

The four cardinal directions for this OCP – climate action, reconciliation, equity, and community well-being

– have been applied as filters throughout the OCP creation

process to ensure that Courtenay’s future includes these values as the city grows and changes.
